This is the assessment of many experts and representatives of shipbuilding enterprises at the seminar “Human resource needs in the shipbuilding industry – current situation and solutions” held at Vietnam Maritime University on 15th. -4.
The shipbuilding industry is gradually recovering when many businesses continuously receive new orders from partners and the need to recruit new human resources increases, but now shipbuilding vocational schools have to “light the torch” to find students. .
Students are too few, the number of graduates is only 10-20% of the demand
According to a report by the Department of Shipbuilding – Vietnam Maritime University, in recent years, the enrollment of shipbuilding industry of this school has continuously decreased in both quantity and quality of input.
Specifically, from 395 students with the highest entrance score (20 points) at the school in 2008, the total number of students entering the shipbuilding department in 2019 was only 13 students (decreased by 97%). compared to 2008) even though the admission score is only equal to the department’s floor score of 14 points.
The number of graduates every year is also continuously decreasing, if in 2010 the total number of graduates was 339 students, by 2021 it will decrease to 38 students (down 87% compared to 2010).
It is forecasted that in the years from 2022 to 2025, the number of shipbuilding workers who graduate from Vietnam Maritime University will be very small, only 10-20 students/year.
Meanwhile, the demand for shipbuilding engineers in recent years in domestic and foreign enterprises has continuously increased, averaging about 100 engineers/year.
Talking about the cause of the decline, Assoc. Prof. Dr. Do Quang Khai – dean of the shipbuilding department of Vietnam Maritime University – said that many parents and students aim to study economics, technology, and engineering majors. Tradition doesn’t matter much.
In addition, positive information about the domestic shipbuilding industry has been “absent” on official news channels.
Had to hire seasonal workers because of the shortage of human resources
Mr. Nguyen Hong Viet – representative of the Vietnam Register – assessed that the current Vietnamese shipbuilding industry is still very small in scale and has not yet developed a turnkey shipbuilding model. The design capacity of the factories is almost nonexistent, most of them are processing and repairing.
According to Mr. Viet, in order to develop the shipbuilding industry, it is necessary to develop international shipbuilding and above all, it needs the Government’s involvement with mechanisms and policies for the industry to make a breakthrough.
Ms. Tran Thi Hong Nhung – deputy general director of Nosco Shipyard Joint Stock Company – said that in order to meet the needs and repair progress according to the production plan in 2022 as well as the following years, the company is recruiting. adding about 500 – 700 workers and about 200 qualified engineers and managers.
In addition to the remuneration for accommodation, transportation, etc., the salary for the company’s engineers currently ranges from 15-30 million VND/month. For technical workers and unskilled workers, the salary also fluctuates in the range of 10-25 million VND/month.
“To solve the problem of human resources, we want to coordinate with training institutions to receive students for factory internships, have scholarships to support students and commit to work at the factory after graduation. career” – Ms. Nhung suggested.
According to a representative of Pha Rung Shipbuilding Company, the unit’s statistics in the past three years show that about 130 people have terminated their jobs and retired, but only 35-40 people have been recruited.
At Pha Rung Shipbuilding Company, there was a period when nearly 100 employees of the company terminated their labor contracts and left to work in industrial zones.
“Many times, shipbuilding orders require urgent progress, and we cannot recruit skilled workers, so we have to hire more seasonal workers, which both takes time to train and greatly affects production plans. ” – representative of Pha Rung Shipbuilding Company said.
