After reviewing and discussing the submissions, projects and reports of the Politburo, the Party Central Committee decided to approve the basic contents of the following documents: Resolution on focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks; Resolution on reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises; Resolution on reforming social insurance policies.
Specifically, with the Project focusing on building a contingent of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks, on the basis of general and specific goals, the Central Committee has identified two focuses and five breakthroughs to synchronously implement eight tasks and solutions. The Central Committee requires having an objective and accurate method of evaluating cadres; having a mechanism to create motivation, innovation, practice and promote solutions to control power, fight against the abuse of positions, power, individualism, localism, and kinship in cadre work. This is considered one of the important tasks and solutions to fight against the degeneration of power in the public apparatus, the degradation and degeneration of a number of cadres and party members to consolidate and enhance people’s trust in the Party, the State and our regime.
Applying to the personnel work of the Ministry of Transport, Minister Nguyen Van The suggested some specific solutions. Especially in planning and staff structure, it is necessary to pay attention to training and appointing young and female staff, including leaders.
With the Project on Reforming the Salary Policy for Officials, Public Employees, Armed Forces and Employees in Enterprises, there are solutions for each stage. In particular, in addition to solutions for educational units, hospitals… to gradually move towards financial autonomy, there should be solutions for creating mechanisms, streamlining focal points, reducing staff… to improve labor productivity and wages. Wages are not paid equally or only according to working time but according to responsibility, capacity and level of work completion.
With the Project on reforming social insurance policies, clearly defining the general and specific goals of reforming social insurance policies in each stage, the Central Committee emphasized that reforming social insurance policies is an important task, in which harmoniously combining inheritance and stability with innovation and development and must be placed in correlation with innovation and development of other social policies, especially the salary, income and social assistance regimes so that all citizens are guaranteed social security. The Central Committee agreed that it is necessary to allocate funds for social protection for disadvantaged groups such as the elderly living alone…; Innovating regulations on social insurance contributions, including the contribution rate between enterprises and employees; Encouraging voluntary social insurance contributions, additional contributions such as extending the payment period according to regulations…
