Prime Minister directs to improve the effectiveness of humanitarian work and the Red Cross

Prime Minister Nguyen Xuan Phuc issued Directive No.  18/CT-TTg  on improving the effectiveness of humanitarian work and Red Cross activities in the new situation. The Prime Minister requested the Vietnam Red Cross Society to proactively review, study and propose competent authorities to amend, supplement and perfect current regulations on humanitarian work and Red Cross activities in accordance with the specific activities of the Society, the situation, practical requirements and international practices; seriously and consistently implement the principles of voluntariness, self-management and self-financing in accordance with the spirit of Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee.

Prime Minister finalizes 2019 holiday plan

Prime Minister Nguyen Xuan Phuc  agreed  with the proposal of the Ministry of Labor, War Invalids and Social Affairs on the 2019 holidays for officials, civil servants, public employees and workers in administrative agencies, public service agencies, political organizations, and socio-political organizations. Accordingly, on the occasion of New Year: Closed from Monday, December 31, 2018 to Tuesday, January 1, 2019; work as a compensatory day on Saturday, January 5, 2019. On the occasion of Lunar New Year: Closed from Monday, February 4, 2019 to Friday, February 8, 2019. Thus, including Saturday and Sunday, the Lunar New Year holiday is 9 days off. On the occasion of Victory Day, April 30 and International Labor Day, May 1: Closed from Monday, April 29, 2019 to Wednesday, May 1, 2019; work in lieu on Saturday, May 4, 2019. Thus, including Saturday and Sunday, the April 30-May 1 holiday will be 5 days off.

Many policies encourage the development of cooperation and linkage in agricultural production.

The Government issued Decree No.  98/2018/ND-CP  on policies to encourage the development of cooperation and association in the production and consumption of agricultural products. Accordingly, the Government supports consulting costs for building associations, infrastructure for associations, support for building agricultural extension models, vocational training, technical training, improving management skills, production techniques, contract management capacity, chain management and market development, etc.

Risk management for public debt

The Government issued Decree No.  94/2018/ND-CP  on public debt management, which stipulates risk management for public debt. The goal of risk management is to ensure a reasonable public debt structure, consistent with the goals and orientations set out in the 5-year public debt borrowing and repayment plan decided by the National Assembly; ensure the ability to repay debt in the medium term and improve the effectiveness of public debt management; minimize possible damage in the worst case scenario with reasonable costs.

Prime Minister’s directive on preventing flash floods, landslides

The Prime Minister has issued Directive No.  19/CT-TTg  on the prevention of flash floods, landslides and landslides to proactively prevent, effectively respond and reduce damage caused by flash floods, landslides and landslides.

The Prime Minister requested that before August 15, 2018, ministries and ministerial-level agencies complete the issuance of documents according to their authority and submit them to competent authorities to implement the plan to reform specialized inspection activities, reduce and simplify business conditions by amending many documents with one document according to shortened processes and procedures.

Documents implementing the plan to reform specialized inspection activities must meet the requirements of reducing and simplifying at least 50% of the list of goods, products and specialized inspection procedures; the list of goods and products subject to specialized inspection must have an HS code; an exported or imported product or commodity must only be managed by one ministry, ministerial-level agency or unit under a ministry or ministerial-level agency; the management method will shift from mainly pre-inspection to mainly post-inspection, linked to the principle of risk management and assessment of the level of compliance with the law by organizations and individuals; inspection of each shipment of goods will not be applied, except for quarantine.

Documents implementing the plan to reduce and simplify business conditions must meet the requirement of reducing and simplifying at least 50% of business conditions; the plan to reduce and simplify business conditions must be substantial, not combining many conditions into one condition mechanically or just changing the name.

New regulations on subsidies for people with revolutionary contributions

The Government has issued Decree  99/2018/ND-CP  stipulating the levels of subsidies and preferential allowances for people with revolutionary contributions.

The Decree clearly stipulates the monthly allowance and preferential allowance levels as follows:  Allowance levels for revolutionary activists before January 1, 1945: For those who have left the country, the allowance is 1,693,000 VND; for those who have not left the country, the allowance is 2,874,000 VND.

Death benefit for relatives of 1 martyr: 1,515,000 VND; death benefit for relatives of 2 martyrs: 3,030,000 VND; death benefit for relatives of 3 or more martyrs: 4,545,000 VND.

Vietnamese heroic mothers (receiving monthly pension benefits at the pension level for relatives of martyrs) and receiving an allowance of 1,270,000 VND.
Sending and receiving electronic documents between state agencies

Sending and receiving electronic documents must comply with the principles specified in Article 5 of  the Law on Electronic Transactions  and must comply with other provisions of law on protection of state secrets, security, information safety and documents and archives.

This is a regulation stated in Decision  28/2018/QD-TTg  recently issued by the Prime Minister on sending and receiving electronic documents between agencies in the state administrative system.

Accordingly, electronic documents signed in accordance with the provisions of law sent and received through the document management and administration system prescribed in this Decision have the same legal value as paper documents and replace the sending and receiving of paper documents.

Electronic documents must ensure the authenticity of their origin, integrity, and security of information and data during the process of sending, receiving, processing, and storing.

Promulgating the Vietnam Economic Sector System

The Vietnamese Economic Sector System was issued by the Prime Minister in Decision 27/2018/QD-TTg. Accordingly, the list of the Vietnamese Economic Sector System includes 5 levels. The content of the Vietnamese Economic Sector System clearly explains economic activities including elements classified into each part, including economic activities identified in the economic sector; excluding economic activities not identified in the economic sector but belonging to other economic sectors.
